It seems that it is not necessarily the traffic conditions that dictate what capacity of bike you can ride here. The max engine size you can buy direct from a dealer is 200 cc, which is why you see several bikes looking plenty big in physical appearance, yet are usually 150-180 cc.
It is legally possible to import a bigger machine but it's going to cost you large amounts of tax for the privilege and it's only India's super rich that can afford that. Like in Thailand, the "luxury" tax is extortionate.
