Mumbo Jumbo

Rochdale Council in Greater Manchester has been criticised for spending £65 000 on a re-branding project, designed to attract investment and tourism to the town.
thinkingplace, was employed to address the "image, reputation and experience" offered by the market town.  Rochdale however, is one of the 10 poorest boroughs in England and its council needs to make savings of up to £65 million after recent budget cuts.

Off to a flying start then.  Even the defence of the project was verbose and unnecessary:

“The borough branding exercise is about articulating an ambitious vision for the borough and capturing its strengths in order to be able to drive inward investment and tourism.” 

What a wind bag, which says what exactly?
