I believe the smallest Indian Rupee note is the five and thereafter we have 1, 2 & 5 Rupee coins. However, it is not unusual to receive small sweets or biscuits in lieu of change, up to the value of around five or so.
Again, like other Asian countries, I would love to see if they accepted a menthol cough sweet as part payment if the bill comes to the odd Rupee over a whole note.
Somehow I doubt it.
