A very peculiar manner in which to get someone's attention, whether in the street, in a restaurant or shop. Blow them a kiss.
OK, not quite in that way but certainly a smacking of the lips akin to kissing is the expected form of address for both men and women trying to beckon someone. I can't quite work out how this softish noise can be heard across the street over the din of the traffic (and the constant use of the horns) but it works, and it is highly amusing until you understand the custom.
